The only DL&W units to NOT have dynamic brakes (besides the E8s  and 
passenger F3s) were:

* RS3s 901-918
* GP7s 955-970
* H16-44s  930-935

Everything else had dynamics.

The only units to NOT have dynamic Brakes ( besides the E8s and Passenger  
F3 ) were: 
 
RS 3      901-904   First batch  only.
GP7s     966-970   Passenger GP7s
H-16-44  930-935   FM Road Switchers
