Dave,

If it is part of a three valve cluster then it is likely a locomotive safety
valve. Many steam locomotives had three safety valves, sometimes of different
pipe sizes, set to relieve steam pressure at progressively higher pressures.
One would pop off and if the pressure continued to rise the second would go
off and if it was still rising (something bad is likely happening, might be 
time to dump the fire) the third one would lift.
