(erielack) Terminal / shared ownership RR's (e.g. Buffalo Creek, South Buffalo) (slightly off topic)

I was travelling to Rochester about a week ago and sighted a SUV at a rest
stop with a Buffalo Creek RR (BCRR) logo on its front doors.

It got me thinking a lot about how terminal or RR's under joint ownership
operate and are managed.

As I best recall, the BCRR was jointly owned by the EL and the LV (and maybe
others) to serve the grain elevators, piers and cereal / flour processors in
the Buffalo harbor area.

How do the owners divvy up the responsibilities of this type of line (i.e.
dispatching, crews, track work and maintenance, routing of cars (especially
off of / on to one of the owner's lines) management responsibilities etc.

I'm curious how these tasks and responsibilities are assigned on a RR like
this (or St. Louis terminal, the various one in the Chicago area, Conrail
Shared Assets).  It appears to me, this should be set up very carefully,
with a keen appreciation of the personalities, chemistry, agendas, etc.
involved so a mini 'Penn Central' doesn't occur (e.g. tuscan vrs. jade
teams).

Also, does anyone know who owns BCRR now?  Was it kept by CR and conveyed to
NS or CSX (or both) - or - is it now privately owned?
