It really depends on what the soil was contaminated with, and the composition 
of the soil.  The addition of the hazardous waste/contaminated soil can help 
manufacture cement while destroying the hazardous materials.  This could have 
been a big business along the ELRR if those environmental laws (requiring 
reclamation) were in effect as they are now.
