It wasn't that the PC 'refused' to pay perdiem; the bankruptcy judge WOULD
NOT ALLOW PC to pay it.  They needed the incoming perdiem cash flow to pay
OTHERS.  The judge wouldn't even allow the other roads to off-set perdiem
owed to them and only pay PC the net amount due!
