From a Sep 15, 1918 timetable reprint done by Homer Hill in 1977,
distances from Hoboken via Boonton Line and the North Jersey Cutoff:
 78.2 - Water Gap
134.2 - Scranton, 56.0 miles from Water Gap station.
   The tower is west of Scranton station and the river is east Water Gap
station, so it's nearly 60 miles from the river to Bridge 60, but the
bridges were numbered from the WEST so that's irrelevant to the question. 
This was my first guess, but it's wrong.

192.7 - Binghamton 58.5 miles from Scranton, less from Bridge 60.
  If the bridges were numbered about 1900 (as Pat suggests), after the
Sloane era, most likely they are just numbered in sequence from
Binghamton.  I wonder what number they gave to Tunkhannok Viaduct...
