In regard to the flooding, someone posted that the Delaware has no flood 
control. I guess that's strictly true in that it is for the most part 
undammed (there are the remains of many weir dams), but it is not 
"uncontrolled" in the sense of purely natural flow. Read this 
(off-topic) assertion by down-stream activists about "controlled" 
releases from NY City and PA reservoirs:

Now, back on topic: The New York City Delaware Water system was placed 
in service in stages: The Delaware Aqueduct was completed in 1944, 
Rondout Reservoir in 1950, Neversink Reservoir in 1954, Pepacton 
Reservoir in 1955 and Cannonsville Reservoir in 1964.

I wonder if "controlled" releases similar to these recent ones added to 
the '55 and '70s floods and affected the railroads? If so, did the RRs 
consider legal action against NY City?
