Interline movement of EL TOFC equipment beyond western gateways was routine, since almost all major roads were handling conventional TOFC, and even by the early 1960's much of it was being interchanged. That was a major impetus behind the creation of Trailer Train in 1955: equipment standardization. EL was a holdout, not joining until 1963. This facilitated retirement of its obsolete cars including the ex-DL&W shorties. Also a higher proportion of interchange was steel-wheel at that time. Open-tops were also more common then. There's no telling what the trailers in the photos were carrying, but steel products ramped at Sharon or Cleveland is a reasonable guess.
