There is no Scranton-New York potential because there are no Scranton-New York tracks, just as with electricity, there is no potential difference if there are no wires. Until the cutoff is restored, there will be no service. As there is no sign of any progress toward getting the cutoff restored, Port Jervis is the only route available for any Southern Tier-New York City area. To revive an old phrase, "A (anything freight) can travel from Binghamton to New York by rail, but you can't."
