Metro-North's legal authority to provide service ends at the Orange County line, which in this case is the Mill Rift bridge. Without some enabling legislation in Albany and Harrisburg, and a funding authority to contract with MNR to provide the service, there's no going west of Port Jervis.

This is all speculation anyway. While yes, a good number of the cars in the parking lot at Port Jervis station have Pennsylvania plates, the ridership numbers just wouldn't justify the cost of extending the service. In addition, at today's track speed, it's 40-50 minutes to go the additional 30 miles...most people will continue to drive at that rate, and I doubt the money is there to bring the track back up to speed.

Route 17 seems to more closely follow the old NYO&W rather than the Erie.  That area is probably more populated.  An initial step might be funding a few MetroNorth trains to run to Lackawaxen to see what might happen.
