Probably the best way to address service to secondary and tertiary territory would be to start building the Budd RDC. It is the most efficient rail vehicle for railroads and state agencies to invest in, at least at the start. The RDC, in its original form seemed to be one of the best designed all purpose self-propelled cars ever created. Look at how many have withstood the test of time. It was probably superior to the SPV-2000 brought out 30 years ago.
