It has been stated here (I believe by Bill Herkner) that the EL decreed that the NJDOT-funded equipment would get an NJDOT paint scheme (not EL), but would have EL diamond to show the operator. I don't see why that would have changed had EL continued past C-day... However, the Whippany Railway Museum did paint up its three Comet I coaches in a "what-if" scheme similar to the one Jerome described.
