Interesting scenario and something similar happened around 1968 with the Susquehenna. The state upgraded Route 23 from Newfoundland to Stockholm. This included a new bridge over the railroad west of Oak Ridge and a culvert installation just beyond that requiring the ROW to be severed dug out and replaced. Just as that was completed, the railroad shut off the Sparta Junction connection. I understand the state was rather upset over that. They could have save a lot of money. The work paid off in the long run, but who knew in '68.
