Usually, yes, both tracks would be superelevated independently. I've always wondered this myself, however, since my layout will have a curved crossover right on a superelevated curve. The way I'll approach it is that I'll handlay the curved crossover on the same piece of homasote and superelevate it as one unit, and then gradually drop the outer curve to line up with the inner curve so they're both independently superelevated and at the same height relative to each other.
