In a conversation I had 20 yrs ago,the owner of the cold storage at East Bethany,NY, related that over the years cabbage and other vegs were shipped in bulk,bags and crates. The bags(burlap,later mesh) and crates were a designated as bushel(s) or fraction thereof. These could simply be weighed if the tarriff dictated. The bulk shipments were to a single consignee,many times a processor. All shipments were made early fall into the winter. The local sources were exhausted, by the processor, first.
