Len, It's basically due to the supply and demand for passenger rail cars... To my knowledge, there are no domestic passenger rail car builders (and just heard last week that Colorado Rail Car just ceased operations...), so many commuter agencies (as well as those looking to start up new service) in the country are looking for alternatives to buying new passenger equipment, and opting to purchase just about anything that can roll, and choosing to do major rehab. on them, which is more cost-effective than purchasing new cars... Amtrak has the same problem in that they can't add substantial new service due to equipment and/or parts shortages, which is exacerbated by the country's shift in the last several years of having more people wanting to use train travel for intercity transport vs. the airlines or driving... It wouldn't be a surprise to hear of some of these agencies scrounging around museum sites in search of potential passenger equipment to acquire, rehab. and use in current/future passenger service......
