Bob, I don't recall ever seeing a car with roofwalk and high ladders but low-mounted brakewheel. The idea was to place the brakewheel as high as possible on the car for easier access from the walkway as well as maximize visibilty from the brakewheel position. So presumably these cars were delivered with high brakewheel.
