Well, lots of times agencies strapped for cash or with an immediate 
need will take whatever equipment they can get.  It generally is 
cheaper and faster to buy someone else's equipment - even if it's 30 
years old - and rebuild them.  The wait for new equipment can easily 
be 18-24 months after a 9-12 or more month long tender process, if 
not longer.

Salt Lake City added some NJT cars to its roster to deal with 
increasing demand.  Nashville started service with 30 year old Metra 
cars with minimal rework.  How many xDL&W electric mu's went onto 
second careers on short and tourist lines.

One thing about southern California is non-southwest air conditioning 
systems get beefed up by Metrolink.  They claim the existing systems 
don't get cold enough.
