Bob, the only thing I can think of is that at the time of construction, the AAR directive eliminating roofwalks was anticipated. Since there were no stipulations as to posiiton of the brakewheel, it was originally mounted in its permanent location. Modifying the car would then be a relatively simple matter of removing the roofwalk and shortening two ladders, and not having to remove and reattach the brakewheel assembly and shorten the chain. It is possible that other box/reefers built around 1966 received the same treatment.
