BUT, they Want route 80 to see Less traffic, that is the point. Highways are becoming overcrowded (especially in the east), and further expansion of the highways isn't very feasable. Restoring train service is much more efficient.

  Always saw in any rail line ripped up and then proposed back to Trails To Rails, it is never this and gone forever with rail Never relaid. In case of mileage of Cut-off, this is a No No. That is what they have Route 80 for that sees more traffic than the Cut-Off!!

  Well, it does have a lot to do with whether funding for the restoration
  of the cut-off is ever carried out.  That is why I advocate some form of
  agreement with NS to develop freight traffic to justify re-establishing
  the line.  If New Jersey is serious about this, then they should be
  looking for some kind of business/state arrangement to justify
  reinstating the rail line.
