Michael, you are correct about "excepted" track. By way of comparison, Class 
1 track has a limit of 10mph for freight and 15mph for passenger trains. I 
can't agree more about our "starved" RR plant. Mention of rail projects has 
been conspicuously absent from the new administration's frequent 
announcements concerning massive new infrastructure spending. We should be 
emailing the President's advisors and our members of Congress. Let them know 
what you think!

Any project that puts money into our starved railroad plant is good IMO.  I 
believe the term is "Excepted" track not "Accepted."  "Excepted" Track is 
the lowest level of track the FRA will permit operations to be conducted 
over.  IIRC it is to not exceed 10 MPH and no hazmat or passenger operations 
are to be conducted thereon.
