And had it been the Erie, the railroad would have fought tooth and nail to have the line completely rebuilt to avoid the reservoir because it was a vital link in their system and essential for shippers, and after a huge amount of money expended, and water rising in the completed reservoir (but even before the old right of way had been covered), persuaded the ICC that the line no longer served the public convenience and necessity, and should be abandoned -- and the ICC would have issued the order tout suite as requested <g>.
