The O&W was one tenant with trackage rights.

Here's a clue: The bridge was built nine years before the railroad with the rights to build it was chartered, but the "charter" was never used, as it turns out. And the railroad that owned it never ran a locomotive over it. The "charter" railroad is not one of the five railroads involved.
