I heard that it was an expression of discontent from the road crews about
their filthy cabooses... Anyone hear that too?

They only seemed to appear on cabooses they were assigned on through
freights (the bay-windows and the ex-DL&W Keyser Valleys). I've sometimes
noticed paired faces, sometimes both frowny and sometimes both smiley - and
often times one of each! I wonder if this was some sort of a code for crews?
