Rule 93, "Movement of Trains within Yard Limits," only applies on the main track(s).

“Within yard limits, the main track may be used . . “

Rule 93 in itself is the authority for a train or engine to occupy the main track, subject to other restrictions in the rules and special instructions, such as 
“ . . . clearing or protecting against First Class Trains.”

<<Fairmont [sic] Av. is shown as a station. Since passenger service at this station ceased several years before 1986, and since there are no sidings anywhere near Fairmount Av., is there some reason why it was retained as a station?

As a location for Yard Limits. :) >>

And as a “place designated by name in the timetable.” Train orders can be issued reading “Engine ??? run extra Spring Valley to Fairmount Ave ” for example.  Movement east of Fairmount Ave would be conducted under Yard Limit Rules.
