The EL scheduled 2nd class trains from their orginating stations when these trains departed before the agent/operator came on duty. These crews where exempted from requiring a clearance card and operated using the Special Order Recap then in effect. The driving force was to not have to pay overtime to an angent/operator to come to work early to copy a train order and clerance card. When the train arrived at its destination point an agent/operator was on duty to copy the required train orders for the trains return trip as an extra back to its orginating station.
