Yes, Andover has been proposed as a stop on the Cut-off, although it's
status in the initial prposal is unclear

The current "En Route", NJT house organ, has a rite-up on the cutoff .
They envision running the line in Pennsylvania under contract with the
state like its contract with Metro North. It says the environmental
assessment will be submitted to Fed Transit Administration in 2006. One
thing that caught my eye is that they are considering using dual power
equipment for one seat service between Andover and Penn Station, NY.
