That sounds correct, although a major sticking point are the ridership
figures west of Mt. Pocono (not good). Also, the Pennsylvania people--in
an ideal world for them--would have trains flying over the Cut-Off
non-stop. In the real world, look for additional stops at Johnsonburg and
Greendell to materialize after service is reinstituted, if not before.
Also, I doubt that the first stop in PA would be Delaware Water Gap station
(adjacent to the Rt. 80 tolls); look for that stop to be implemented at
Tinkertown Crossing less than a mile west where there's loads of open space
for a park and ride (there's not much at DWG, not to mention the problem of
access). Certainly, a one-seat ride would make this much more attractive,
although many of the people who commute from the Poconos only go as far as
Morris County, rather than onto Manhattan. That pattern could be changed
by NYC service.

The article says that proposed stations would be Andover, and Blairstown
in Jersey and Delaware Water Gap, East Stroudsburg, Analomink, Pocono
Mountin, Tobyhanna and Scranton in PA.
Other quotes from the En Route mention possible service on the NYS&W from
Sparta to Hawthorn on the mail line. In connection with the tunnel
project, it talks about a loop track around Secaucus station to provide a
rail connection for a one seat ride from Bergen, Passaic, Orange and
Rockland counties.
