Towers where other railroads crossed were considered Joint Facilities as far as sharing costs and the percentage of payment varied at each location. Every item that was used from fuel to wages to pencils were supposed to be charged to that certain Cost Center numbers (as Conrail called it.) For instance, let's just say at Shenango where the EL and the B&LE crossed the following COULD be in order: The B&LE would pay 44% of operator's wages, 50% of track maintenance, 40% of signal maintenance and 38% of all other costs (utilities, building maintenance, supplies, stationary, etc.) This ratio would be based on how the location was manned (B&LE or EL), the percentage of traffic of each line, the percentage of switches, signals and crossing frogs and trackage within the interlocking, etc. I recall having to approve handwritten statements issued to foreign lines while at Conrail that would go into such detail as: 24 #2 pencils---$1.16, 3 pkgs scratch pads---$ 0.84, 1 cs lantern batteries $8.00. Each location was a different case as far as percentages. Supervision encouraged workers to be certain to use the proper Management Center and Cost Center numbers to charge off time and materials. I think in many cases it was a Cash Cow for the railroad doing the billing. Most agreements indicated that all statements were to be paid in a timely fashion, such as 45 days as presented and disputes would be considered toward future statements. Keith Robbins can probably add quite a bit more on this subject as he handles this type of billing in his daily work.
