Steve, How about its EB counterpart, ECE? Photos generally show it with a healthy consist and often with N&W power. Or was it mostly filled out with cars from other connections? If it carried significant traffic off N&W at N, you'd think WCE would at least have plenty of empties to take west. I actually recall this train running the CTC between WC Jct and Steamburg and the track circuits dropping out because the train was operating at track speed and had only a few pieces of equipment. This track circuit issue frequently happened with a very short local or a set of engines running by themselves. I do recall the WCE starting out of Meadville on occasion, but only on occasion. If there was no WCE from the east, we had to start one at Meadville to protect the N&W connection at Huntington. When this was done, there was no hot traffic for via Huntington so it was usually a junk train out of Meadville with cars for Brier Hill or Akron or running lite to Brier Hill to get a cut of hoppers for Creston. The West Coast Expediter (a/k/a by the forces as the Water Closet Express) was not a successful train. I don't recall a CNW-97.
