The LV an DLW were parallel alongside Route 96.  route 38 ends at route
96 in Owego Twp ( no village near w here Owego Creek and Catatonk
Creek come together.

Neither, both roads had separate tracks per the SPV 1998 Atlas.

And my ETT 9 of 24 Sep 1939 says: Owego all trains mus stop [at] [DLW
grade crossing until signal arm is horizontal or lightshows red.
