I just goggled "d&h trackage rights owego ny" and got a link to goggle 
books, where the entire contract between d&h and erie is. (Its a chapter in 
the coporate history of the d&h.) Includes specific sections stating the 
sole purpose is to allow D&H to establish a run-through with the Lehigh 
Valley, payment terms etc.
