Attached is a news article and photo from the Buffalo Evening News of
January 15, 1952 recording the first use of a covered hopper in Buffalo to
move bulk flour destined for human consumption. The article notes that it
replaces the 800 to 1000 sacks loaded in boxcars.

However, I think the question is still open on how flour destined for
non-human industrial uses was shipped.
