List,

Attached is an excerpt from an article from The Railway Conductor magazine
from 1910 discussing the problems of shipping flour in boxcars. The entire
article covered numerous commodities, but the concerns expressed here are
the same I've seen expressed right up to the end of the EL.

After the Buffalo Creek received their first boxcars in 1952, the Erie and
LV set up a car cleaning track along the City Ship Canal. They leased it to
the Buffalo Creek, who contracted out the cleaning. The contract called for
a basic cleaning (remove debris, sweeping, cold wash, nail removinal) for
$1.57 per car. There were more charges for more work, but one can readily
see that you probably don't get much for $1.57 per car. The DL&W cleaned and
coopered their cars at East Buffalo Yard.

Vermin has always been a problem. By 1965 the mills were complaining about
major infestation of BCK and EL boxcars. The EL authorized the BCK to let a
contract in 1965 for the gassing of boxcars to try and control the vermin.

In early 1956, the BCK Executive Committee (Erie and LV officials)
authorized the BCK to explore buying covered airslide hoppers. Unforunately,
this study was not in their corporate archives, but the BCK reported back
that they would stay with boxcars. No reason was given.
