The following answer is from a former Lackawanna Buffalo Div Trainman.

Bob:
That switch stand was an indicated for crews coming down the hill from the
Erie yd toward the interchange with the DLW. Remember the PRR had their own
track from 2nd St to the top of the hill and the LV had trackage rights on
that track to their track at the foot of the hill which ran between the Erie
& DLW around the cripple yd of the DLW at the west end of Elmira yd and
crossover the DLW at Thurston St Tower. It was at one time the begining of
the Bressport Division of the LV to VanEtten Jct. Crews coming down the hill
from the Erie (the Erie was higher than the DLW and a had a sharp grade down
from the ERIE TO THE DLW.I It was a signal for PRR to walk down the hill and
line the crossovers for the DLW when delerving drags of coal for the DLW.
Crews had to stop at the road crossing at the top of the hill line the
switches first before starting down the hill. It was to be line for the LV
track at all time and that was the switch stand indicator so crews could see
it at from the top of the hill. It was a debate as to who own the track down
the hill. Some claim it was the LV and others claim it was the Erie.

The gent who took the photo captioned it as follows:

Switch stand at bottom of the ramp track from the Erie to the LV & DL&W
yards.

I have a LVRR E&C Branch valuation map which shows this ramp. The switch
stand must have been on DL&W property near East Thurston Street.

Paul

I've never/didn't ever see this. It looks like a Lackawanna installation by
the base work

David:

Did you ever see this switch stand? I understand that it was on the LVRR
DL&W yard lead in Elmira which was on a short but steep grade. The stand was
elevated so the the LV crew could see if the switch to the DL&W yard was
lined for their move.

Paul
