I think I found the answer (see attached). Mike D. was correct - this was
decorated for John Draney's last run to Washington. The photo shows him in
front of his steed at the end of the run, holding Tom Taber's kids on
January 31, 1931 (photo from Jack Emerick's collection)

And now you know the rest of the story. You certainly don't see scenes like
this anymore!
