The International Coopers Union decried the decline of the wooden barrel for
shipping during the years 1900 to 1920. Their magazine, "The Coopers
International Journal", complained incessantly about the defeciencies of the
flour sack, which seems to have appeared on the scene for RR shipments
starting about 1898. They complained about the metal barrel and the
institution of prohibition, for the drop in demand for whiskey and beer
barrels.

Attached is a short article discussing how filthy and unhealthy it was to
use sacks rather than barrels for flour shipping in railroad cars. In the
eight years of magazines I reviewed, they never discussed bulk flour
shipments as another method causing the decline of wooden barrels.
