The discussion on the frozen potatoes brought to mind the attached
letter I have dealing with frozen coal at the DL&W's Buffalo coal
dumper.

Occasionally the DL&W would dump coal during the winter months.
The writer advises the Buffalo Superintendent to gather disposed
ties from along the ROW so they may be burned in the coal yard to
defrost coal cars. (Not exactly environmentally friendly)

Many industries (hospitals, power plants, schools, etc.) received
one or two cars of coal at a time during the winter months. Whose
responsibility was it to dump the coal? Who would defrost it? Was this
done by the RR? If so, how did they do it?
