Came across this while reviewing Pennsylvania Public Service Commission
reports. If I recall correctly there was some discussion of this
endeavor a while back. Apparently the CRRNJ was the driver behind the
idea but backed out and the City of Scranton tried to make it happen.
I've converted the pages to jpegs to post here.
