An article appeared in the American Concrete Institute Proceedings by Mr. A.
B. Cohen, Lackawanna's concrete engineer on the project. He used a photo of
the model in the article. He was the person who built the model. (see
attached excerpt)

The model in today's photographs was made by the DL&W showing off their then
beginning construction, Tunkhannock Creek Viaduct. The model was completed
in 1913 and was sent to an industrial exposition in Germany in 1914. We
have a folder in our archives about the model and the exposition, however,
World War I happened and the model was lost. We even have correspondence
from the DL&W (in German) trying to locate the model after the war. They
were not successful. If you ever hear about a 16-foot long model for sale
in Germany, that might be the one.
