These all appear to be the work of one person - the "smiley" and "frowny"
faces are all of the same design, it appears to be. These started appearing
in ~1970, and started to fade away with the introduction of the GMY paint
scheme in 1973.

See the attached photo for an example. Also note that C363 got yellow
stepwells on the near corner... interesting.

More curiously, there are several Spartan Red caboose that have this "C/R"
logo chalked in, as on the attached photo of C883 - any clue what THAT is?
