The 1540 was a behemoth, but not one with 84" drivers. The 84" dimension is the
diameter of the boiler at what looks to be the course around the front tube
sheet. Erie Power lists the locomotive as being originally built for the Rock
Island, and sold east because it was too big. It originally came to the Erie
system as NYS&W 140, and my diagram book (updated to 1930) lists it as such, but
crossed out in red pencil and renumbered ERIE 1540. I took the liberty of
scanning the page out of the diagram book. (You can see NYS&W through the
cross-out at the middle of the page.) Hope this helps.
