Hmm, good to know...that may help answer the "where" part of my questions.

I've attached the photo in question from the December 1941 issue of Railroad
Magazine. I tried scanning it, but ended up just taking a picture of the
page directly: it came out better.

Schuyler had sent me the pages from the Cyclopedia plan mentioned. (Thanks
again!)
If you have that plan you can see that this caboose has some differences:
the steps, the cupola structure, the weird marker light thing on top of the
cupola, etc.

Note that there is deep snow all around. And our friend on the step looks
mighty cold: maybe it is near Buffalo?

This may have been answered already. BFO was a common abbreviation for
Buffalo used by Erie personnel. The marking probably refers to a maintenance

procedure performed at Buffalo in 11-17 (November 1917?).
