Subject: The "mysterious switcher cab box"

Thanks to Todd Hollritt for pointing this out on the 428:

There's a mysterious appendage to the front of the engineer's side of
the cab on a few EL switchers. See the attached photo of 423 to see what
I mean.

Units that I've been able to find are 423 and 428 - I'm not sure if
there are any others, but I don't think so.

As-delivered switchers in these NW2 and SW7 classes had louvered panels
on the face of the cab (engineer's side). I believe these were either
air vents for the cab or air intakes for the traction motor blowers. But
what do the large appendages on the 423 and 428 do? Interestingly
enough, the 423's box has a louver on the lower side and a hinged door
on the front. The 428's box appears to have a louver on the front (can't
tell from the photo I have whether or not it has a hinged door)

The hinged door seems to indicate an electrical cabinet (so do the
louvers, to keep the components cool). Any thoughts?
