I seem to recall that some railroads tried to install those eye-bolts or
similar fixtures as steps so trainmen could pass through empty hoppers
without having to jump across the hopper doors. Stepping into an open
hopper door at night was not a life-enhancing experience. It looks like
they are at the correct height so the top flange of the side could be used
as a handhold while walking. They were probably subject to damage from coal
loading.
