Soo Line did one similarly also.
It is plated over with steel not Bondo. EMD put lead in the joints between the plates that make the shape of the nose as Bondo does not hold up to vibrations of a locomotive.
Attached parts book page shows the various EMD cabs and the plates that make them. The final shape is the same but they use different sheets of steel to get the end result.

Most of us seem to love that classic E- and F-unit nose. The Rock Island
once had an F involved in an "upper-face" accident. The financially strapped
Rock decided to just "Bondo" over the destroyed headlight and power up the
mid-nose light. Look at the photos: you need that top light to make the
classic nose. Without it, the nose just ain't the nose we know. Preston Cook
made this contribution many years ago to RMC or R&R with an appropriately
funny text. All those Erie, EL, and DL&W noses we love would never be the
same if some design team had insisted on mid-nose headlamps.
