I'm not sure if I completely agree with that statement. I went looking
through my photo collection, and found the attached images, taken in the
1974-1976 timeframe (and even with one Conrail-era shot that shows only two
cars with the side panels)

NONE of the EL-era trains have side panels. Of course, that could be
coincidence, but I actually could find only ONE EL train that had any
autoracks with sidepanels in my collection.

Additionally, EL's own side-paneled tri-level cars didn't arrive until the
middle of 1975.

I would posit that the actual percentage of autoracks bearing side panels
before "C-day" was closer to 25% than 50%, and maybe a little bit less. So
don't rush out putting sidepanels on all your cars! :)
