I ran across this article in the August 8, 1907 issue of the Utica Herald. A state-wide police conference was being held in Utica and the Lackawanna Police attended. One of the topics was "The Hobo and What to do With Him". The suggestions are interesting - from crushing stones to starving them. See attached.
