Yes, it is one of the Holland Tunnel ventilators.  The pier on the
Manhattan side is gone...  BTW, the tunnel is named for Clifford Holland,
who was the civil engineer in charge of its construction.  He died shortly
before it opened, so they dedicated it in his memory.
