Those speed recorders on all the axles are a GE thing - they are part of the
anti-wheelslip system. Look at any GE U-series diesel, and you'll see every
end of every axle has a speed recorder on it.

This was about the time that EL was doing the PC run-throughs between Cedar
Hill Yard in New Haven, CT and Port Jervis, NY. Undoubtedly, one was
"trapped" in EL service and made its way out west before being returned to
PC...
